Go to File - New
Width 1920
Height 1080
Go to File - Open
Double click on the background layer to unlock it
Click and drag the image into the document you created
Go to Rectangle Tool
Click and drag to create a rectangle
Right click on the rectangle layer and choose Blending Options
Stroke
Size: 2
Position: Inside
I choose color black because of my image
Drop Shadow
Angle: 60
Distance 3, Spread 1, Size 0
Blending Options
Fill Opacity: 0%
Knockout: Deep
Ctrl + Click and select Layer 1 and Background
Right click and Merge Layers
Create a new layer and Go to Paint Bucket Tool and fill it with any color
Click and drag Layer 1 on top of Background layer
Now select the Rectangle layer and duplicate it ( Ctrl + J )
With Move Tool click and drag the duplicated layer
Repeat the process ( Ctrl + J, move the duplicated layer )

Select the layers one by one and resize it
Select Layer 1, right click on it and choose Blending Options
Choose Gradient Overlay and select a gradient that you like
